TRACD?
The Context
- In 2018, Billy Caldwell’s hospitalisation after his life-saving medicine was confiscated at Heathrow triggered a national outcry and led to the legalisation of prescription cannabis in the UK.
- Despite the legal change achieved, the system has failed to deliver further legislative progress.
- While the exact size of the illicit cannabis market is hard to ascertain, the most credible figure suggests it was worth £2.6bn a decade ago, a figure that must understate its current size.
- TRACD’s own calculations based on ONS data and the Crime Survey of England and Wales suggests that between 3 million and 3.5 million people in the UK have used cannabis in the past year.
- The current system isn’t working. Prescription cannabis has become commercialised and inconsistent, leaving patients behind. Meanwhile, millions of adults are buying from an unregulated illicit market with no quality controls, no age checks, and no data. A regulated pilot changes that.

Charlotte Caldwell
Founder & CEO
Charlotte is the mother of Billy Caldwell, the child whose case directly led to the historic change in UK medical cannabis law in 2018 after he had his life-saving medicine confiscated at LHR. Her experience revealed the real-world consequences of prohibition and the risks created when access exists without regulation, oversight, or evidence.
What began as a fight to protect her son’s life has evolved into nationally recognised work focused on public health, harm reduction, and responsible cannabis policy. Charlotte brings rare lived experience together with a clear, outcomes-driven approach to regulation, data, and accountability.
She is the founder of TRACD – Transparent, Regulated Adult-use Controlled Data – a tightly controlled adult-use pilot designed to inform government, reduce harm, displace illicit markets, and generate the evidence needed for credible, modern policy.
Charlotte’s work is not ideological. It is evidence-led, public-health focused, and rooted in the belief that regulation, transparency, and data – not criminalisation, deliver the safest outcomes for society.
